Notice Regarding the "Health Code" or "Health Declaration QR-Code" For Passengers Flying to China Updated 2021/09 (All Requirements)

In order to reduce cross-border transmission of COVID-19, all passengers departing from, or transiting via Finland to China must present a certified negative test result of a COVID-19 PCR nucleic acid test, and serum-specific IgM antibody test results from a designated testing institution to the Chinese Embassy in Finland for a green health code with a "HS" logo for Chinese nationals (hereafter referred to as the "HS" Code), or a green Health Declaration with a "HDC" logo QR-code for foreign nationals (hereafter referred to as the "HDC" QR-code).

The specific requirements are hereby notified as the following:

1.) Itinerary Requirements

i.) Passengers travelling to China from Finland are to take direct flights from Finland to China. The Embassy of China in Finland shall no longer issue "HS" or "HDC" codes for passengers departing from Finland for China and transiting via a third country.

ii.) Passengers departing from countries which have direct flights to China are not permitted to transit via Finland on their travels to China. The Chinese Embassy in Finland will no longer issue "HS/HDC" for passengers who have direct flights to China from the original departing countries.

iii.) For passengers travelling to China from their original countries of departure where there are no direct flights to China, regardless of the mode of transportation to Finland, are to conduct COVID-19 dual tests in their country of origin and in Finland during transit. They are also required to apply for the "HS/HDC" QR-code at the Embassy of China in their country of origin, and the Embassy of China in Finland respectively. The Chinese Embassy in Finland will no longer review and issue "HS/HDC" for those who have not tested and applied for "HS/HDC" at the Chinese Embassy or Consulate in their countries of original departure.

2.) Testing Requirements

i.) Passengers bound for China via direct flights from Finland must take nucleic acid and IgM anti-body tests at a designated testing institution in Finland within 48 hours before boarding. Upon receiving the certificates of both tests results, they are required to submit them to the Chinese Embassy in Finland and apply for the "HS/HDC" QR-code. All passengers should avoid travelling to countries or regions with severe epidemic situations within 28 days of departure, and truthfully fill in the "Travelling History Declaration Form" (see attachment)

ii.) Passengers transiting via Helsinki are to arrive in Helsinki Airport at least 12 hours in advance in order to take their second PCR nucleic acid and IgM antibody tests in the international transit area, and upon receiving their test result certificates, apply to the Embassy of China in Finland for the "HS/HDC" QR-code.

3.) How to Apply

i.) Chinese nationals are to apply for the "Green Health Code" with the "HS" logo. After obtaining the PCR nucleic acid and IgM antibody test results certificates from a designated testing institution, Chinese citizens should promptly declare their personal circumstances and information on the "Epidemic Prevention Health Code International Version" WeChat Mini Program, and upload the test certificates with results, travel itinerary, valid residence permit, and the "Travelling History Declaration Form" (Passengers bound for China via direct flights). After review and approval, the Chinese Embassy will issue the "HS code". Airlines operating direct flights to China will check the "HS" codes and permit passengers with valid codes issued by the Embassy of China in Finland to board. Please take the flight within the validity period of the "HS" code and cooperate with the airline staff in their inspection of the QR-code when boarding the aircraft.

ii.) Passengers with foreign nationality are to apply for the "HDC" QR-code. After obtaining the PCR nucleic acid and IgM antibody test results certificates from a designated testing institution, non-Chinese citizens should promptly log into the following website: http://hrhk.cs.mfa.gov.cn/H5/ on their mobile phone, computer, or other internet devices, fill in their personal information, and upload the test certificates with results, passport, visa, travel itinerary, the "Travelling History Declaration Form" (Passengers bound for China via direct flights), and other materials. After review and approval, the Chinese Embassy will issue an electronic version of the Health Declaration Code, in the form of a QR-Code with the "HDC" logo on the website. Airlines operating direct flights to China will check the "HDC" codes and permit passengers with valid codes issued by the Embassy of China in Finland to board. Please take the flight within the validity period of the "Health Declaration Code" and cooperate with the airline staff's inspection when boarding the aircraft.

4.) Application Requirements for Vaccinated Persons

Only those who have received the complete series of injections of COVID-19 vaccination, after which a minimum of 14 days has elapsed, are deemed to be vaccinated. Persons who are to be vaccinated with two injections but have only received the first dose, are not deemed to be vaccinated.

If, after vaccination, the PCR nucleic acid test result is negative and the IgM antibody test result is positive, please submit the COVID-19 vaccination certification when submitting the "HS/HDC" QR-code application materials (the vaccination certificate must be genuine and valid, including the name and date of birth of the vaccinated person, vaccine brand, date of vaccination, doses, and other necessary information), N-protein test report (if available) and a "Letter of Commitment on COVID-19 Vaccination" (see attachment, must be filled in and signed by hand).

5.) Application Requirements for Persons with a History of Infection

Those who have been diagnosed as COVID-19 positive at a medical institution, or those not diagnosed but have tested positive for any PCR nucleic acid tests, IgM antibody tests (not as a consequence of vaccination), or IgG antibody tests, are to provide a lung CT or X-ray issued by a local hospital. A diagnostic certificate of the CT or X-ray result and two negative PCR nucleic acid tests (with an interval of at least 24 hours between sampling). Those concerned are to truthfully declare their medical history and testing conditions. In the aforementioned cases, a 14-day quarantine and health status test are required. If the test results are normal, the PCR nucleic acid and IgM antibody retest results within 48 hours before boarding can be provided. If they meet the requirement of "dual negative" results, the Embassy of China in Finland will review and issue the "HS/HDC" QR-code under appropriate circumstances.

6.) Special Reminder

i.) Those who intend to take a flight to China are requested to read this notice carefully and comply with the rules and regulations. Those who fail to obtain the "HS/HDC" QR-code before boarding, will result in temporarily not being eligible for boarding flights to China and will need to reschedule or adjust itineraries appropriately.

ii.) For transit passengers, please carefully review in advance the requirements of the Chinese Embassy in Finland of the COVID-19 PCR nucleic acid and IgM antibody testing, entry regulations and relevant requirements for testing in the international transit area. Avoid situations such as being unable to enter or take the dual tests at the transit point, or the "HS/HDC" QR-code statements not meeting requirements, which may result in being stranded or detained in the point of transit, and increase the risk of infection during travel.
